CALL FOR PAPERS

Fourth AP-PPN Annual Conference

Hong Kong, HKUST March 8-9, 2019

“Governance and Policy Innovation in an Era of Disruptive Technologies”

Hosted by Division of Public Policy,

Hong Kong University of Science and Technology (HKUST)

 

Following successful conferences in Hong Kong (2016), Chiang Mai (2017) and Beijing (2018), the Asia-Pacific Public Policy Network (AP-PPN) will hold its 4th Annual Conference at HKUST March 8-9, 2019.

 

Researchers, graduate students as well as practitioners are welcome to present papers in any area of interest to AP-PPN members.

 

The theme of the conference encourages papers dealing with recent emerging technologies, such as autonomous vehicles, autonomous weapon systems, blockchain technology, ridesharing, the Internet of Things – which are threatening existing markets, social and political orders. These new technologies offer opportunities for improvements to economic efficiency and quality of life, but also generate many unexpected consequences and pose new forms of risks. Regulating and governing these technologies is challenging due to the high level of technological and economic uncertainty that surrounds them and their deployment. Government responses must consider citizen’s safety, privacy, and security as well as protect their livelihood and health. To enhance the benefits from these novel technologies while minimizing the adverse risks they pose, governments around the world need to better understand the scope and depth of the risks posed and design and establish regulatory and governance structures which effectively deal with these challenges.

 

DEADLINES FOR ABSTRACTS AND FULL PAPERS

 

Proposals should contain a 1-2 paragraph abstract and be emailed no later than November 20, 2018. The AP-PPN steering committee and local organizing committee will review the abstracts and announce selection results by email no later than December 1, 2018. The deadline for completed papers is February 15, 2019.

REGISTRATION FEE

 

Early bird before Feb 15: US$90, waived for students. Regular rate after Feb 15: US$120. On-site registration: US$180.

 

Note: Participants need to cover their own accommodation and transportation expenses. However the host has negotiated a reduced rate for participants at the Li Dak Sum Yip Yio Chin Kenneth Li Conference Lodge at the HKUST Clearwater Bay campus. More information available here
