Global policy making is taking shape and institutionalising in a wide range of global public sector activities that transnational policy communities manage. Public policy scholars have long recognised the impact of globalisation on the advanced industrialised knowledge economies of OECD states as well as upon the social and economic policy challenges faced by developing and transition states. But the focus has been upon the impact upon domestic politics and policy. Today, the policy studies literature is fast evolving to build new concepts of ‘transnational public-private partnership’, ‘trans-governmentalism’ and ‘science diplomacy’ to account for rapid growth of global policy networks and informal international organisations delivering a wide range of global public goods and services. This Elements goes beyond traditional texts which focus on public policy as an activity of states, inside states, or between states to outline how global policy making drives many of the global and regional transformations that have taken place over the past quarter century.
