GENERAL OBJECTIVES, RESEARCH QUESTIONS AND SCIENTIFIC RELEVANCE
Through policy process, it is important to coordinate well and cooperate among policy actors to be successful policy outcome. However it is hard for each policy actor to collaborate each other under complex and competitive environment. But we can find many successful collaboration policy case as well as conflict cases in real world. Many public policies have been made to solve these conflict problems to be better society but these policies also has been raised many new social conflicts in our society. Ostrom (1998) poses the question: “How can contemporary social sciences explain the ubiquitous empirical evidences of effective collective actions in our history and life.” Axelrod (1984) began his well known book by asking when a person will cooperate, rather than act selfishly, in an on going interaction with another person. Many scholars have been studying general theories or models for collaboration. But it is too hard to find general theories or model to fit each countries or policy areas.
How do various policy actors cope with and coordinate in conflict situations and do collaborative governance in when faced with organizationally fragmented but highly interrelated policy arenas in each countries with wich context?
This panel aims to investigate the various mechanisms, model for collaboration and conflict resolution within several interrelated policy arenas in various countries.
We need to explore and develp meso-level model and framework for collaboration and conflict resolution in considering countries contextual factors. From each countries' case studies and comparative studies of collaboration models, we can develop meso-level regional collabortive model and mechanism such as East Aisa Collabortive model, Latin America Collaborative model, and West Eurepean collaborative model. In addition we have change to expolore general collaborative mechanism or framework to collaborative studies.

The purposes of this panel is to bring together scholars and practitioners from diverse public policy fields and countries to discuss theoretical and practical issues of the “collaborative governance model or conflict resolution mechanis in policy process or various policy areans with countries' context. The panel collects both theoretical and empirical papers exploring various collaborative mechanism or model to resolve specific cases.
Questions the papers could address include, but are not limited to, for example: (i) What factors make collaboration among actros and solve conflict situation in policy process (ii) How does specific mechanism enable and constrain cooperation or coordianation? (iii) How does governance or policy network structure influence collaborative policy process and policy design? Overall, by offering answers to these questions from different political systems and subsystem contexts, this panel will inform the broader literature on the relationship between collaborative policy process and design
We are plan to conduct collaborative research with authors of accepted paper authors through funding from the ed by sSocial Sscience Korea research project –; Developing Dynamic Models of Coexistence and Collaboration.
