GENERAL OBJECTIVE

The main objective is to focus and take stock of ground-breaking research on varied public policy responses which is impacted and influenced by the EU Border regime policy, also exploring the public policy analysis and development process through coalition building, consensus rallying, enquiry and collaboration, to make visible the vibrant state of public policy making. 

RESEARCH QUESTIONS

What new policy engagements and possible phenomena are shaped and created between various public policy actors as a result of the EU Border regime?

How does the EU Border regime shape, transform and influence global public policy making process?  

How does the EU border regime shape relations between the states, citizens and noncitizens?

SCIENTIFIC RELEVANCE

In this era of unparalleled and unprecedented scale of economic globalization, this panel will contribute to an informed public debate around issues of migration policy and the resultant effects on development policy, welfare policy and economic policy. It will create a deep voice to open up new and fresh scholarly frontiers on the future of Migration management in the EU, America and Africa. It will also establish a much needed interdisciplinary dialogue between migration studies, public policy, sociology, infrastructure studies, and the fields of architecture and design. I foresee that this will foster interdisciplinarity, transdisciplinarity and academic exchange beyond conventional formats and provide new theoretical avenues for other key global issues.

The increasing interest in international migration and the European dimensions of its occurrence has received considerable attention by scholars recently due to increased migration and mass movements to Global Urban Centres. Doug Saunders 2010 Arrival City: The final migration and our next world. Toronto, Knopf, Canada. views these recent mass movements to global cities as the Largest migration in human history. This upsurge due to undue and disproportionate migration exposures and pressures of unprecedented numbers of African migrants arriving by shanty boats mainly into Italy, Turkey and Greece created the EU border regime, a flagship comprehensive, global approach of the Commission European Agenda on Migration in May 2015 called the “Hotspot approach”, the hotspots being centres for identification, screening and first assistance. The agenda introduced the so-called “Hotspot approach” for EU member states to support their migration management (Com(2015) 240 final. It involves the roll out of an infrastructural node or hotspot facility, in which five European Agencies (EUROJUST; EASO; EUROPOL; FRONTEX/EBCA; EU-­‐Lisa) work together with international organizations (UNHCR; IOM) and the local administration of the member state to identify, fingerprint and register migrants close to where they disembark (Ziebritzki/Nestler 2017; REGULATION (EU) 2016/1624).A similar attempt at migration management is contained in the DUBLIN regulation and obligations.

This EU Border regime and the associated externalization policies such as the hotspots creates varied interconnections from the EU to places in the global south and other global regions far away from the borders of the EU; this has far-reaching implications which is been witnessed in the complex interactions and a plethora of new phenomena formed through the influence and impact on public policy issues around Global Migration management, Development policy, Urbanism and everyday life in urban settings, soft and hard infrastructure space, Global entanglements of Cities, foreign policy, border controls, remittances and financial transfers, transitional hubs, transnational networks, arrival and departure Cities and hubs.

To contribute to and expand diverse frontiers of knowledge and the participatory process of change shaping global public policy trajectories in countries, cities and municipalities as a result of the EU border regime, this panel will expect interdisciplinary papers that focus on scholarly discussions, research, debates, narratives and commentaries that focus on the influence and impact of the EU Border externalization policy regime on the public policies of the above public policy focus areas, in the sending countries, receiving societies and other countries.
