How do antiterrorism policies look like in Sub-Saharan Africa? What is the policy content of the framed responses to terrorist threats in the Sahel and Lake Chad? 

In the current context of globalization, it becomes quite  impossible to avoid questions centered around the importation, as well as, the exportation of political models in public policy analysis. For decades now, analysis of policy transfers have become so expanded that it is more and more common to talk about a field of "policy transfer studies"(Marsh and Dolowitz, 2000). Even though nothing has sound in the Continent as a scientific time success of the politics of transfer after the "democratization era" in Africa. 
Indeed, Africa has been one of the main destinations of the transfer of political models, especially through international cooperation for development, IMF Structural Adjustment Programs, the fight against poverty, climate change, the protection of environment, education, health, etc. In turn, globalization has created increased interdependency between national and global levels. It interconnects countries and environments through various means and regimes. Moreover, the complexity of threats, their liability and multiple presence have called for global policies. These have given rise to international models of public policies in almost all domains of the international political life as listed above.  

Importation and exportation of models of public policies necessarily create interactions between actors, norms, ideas and ideologies. But if the years 1990s have witnessed a lot of scientific works on the politics of transfer,  nothing has demonstrated a specific africanist interest dedicated to transfer's phenomenon such as implant, implantation, transposition, circulation, lesson-drawing, learning or learning process), as well as convergence such as “diffusion, generalization, harmonization”. The question here is not to know if such preoccupations are relevant or not. Instead, the idea is to see how from the above mentioned notions of “circulation or lesson-drawing and learning process”, responses against terrorism in Africa are framed.

This panel seeks to study the process of transfer of "good practices" or models in the field of antiterrorist policies in the Sahelian belt and around the Lake Chad. It questions the process of the operationalization of imported or exported models of policies and how these make sense in the Sahelian belt and Lake Chad, especially within the context of antiterrorism (African States war on terror, against Al-Qaeda in the Islamic Maghreb, Jihads in West Africa, Ansār al-Dīn, the katiba of Moulhatamines, etc). 
The panel wishes to cover five main identified axes of reflection. It nevertheless remains opened to any other linked idea about antiterrorism issues and international cooperation in the Sahelian area and around the Lake Chad.

The following topics have priorily been identified:
1- The analysis of various types of ideas transactions, as well as the interplay of principles, values and norms occurring between local and global actors implementing the transfer of security (antiterrorist) policies;
2- A regard on entrepreneurs of policies transfer and States receiving transferred models of antiterrorist policies;
3- A deep analysis of antiterrorist policies content (policies, programs, institutions, ideologies, etc) in Sahel and Lake Chad 
4- The current identified types of antiterrorism models transferred in Sahel and Lake Chad; 
5-The Effects of policy transfers in antiterrorism of the concerned local and international environments.
So, the panel will expect papers proposals with focus on empirical case studies or theoretical analysis regarding any of the above proposed axes of reflection. Papers proposals should clearly inform on the dedicated axis of analysis and be very precise about the used methodology or the one which is to be applied.
