The world is experimenting an economic slowdown as result of inflation in a large part of the countries, and the consequences of the coronavirus of a lower supply, shortage of materials and finished products, as well as regional problems of the armed conflict between Russia and Ukraine that have impacted instability in geopolitical, economic and governance balance. Those impact in large cities around whom people and governments lives with huge problems consequences in quality in public services and financing policies and social lifestyle with high prices for example in housing, health systems and jobs, reducing expectations in the city for be there.

For all this kind of problems the challenges for new tends and policies are necessary for reduces those impact and create opportunities for maintenance the governance sustainable for better society between public, social and private sector with elements objects of study in this subject.

Object of study, are urban areas, cities and metropolis, in which various municipalities converge having several problems but at the same time creating formulation policies for solutions, worth documenting in cases and discussions papers. Therefore, the present study proposal aims to reflect on whether these changes can affect the evolution of public policies, finances and politics in cities, in particular, tools, projects and instruments for sustainability in a context of metropolis and governance.

The panel purposes explore aspects too of the governance in the new economy trends of the instruments of the collaborative economy in favor of a better efficiency in the provision of services between supply and demand, towards public goods.

Some questions are: is possible politicians, policymarkers and rent seekings be articulated to respond to the needs of the population in the metropolises and cities?; how create cooperation? New partnership for Smart Cities between public sector, citizens and private sector; what kind of regulations (incentives) are better: governments and players; and others.

The main objective from this panel for discuses during the ICPP 2023 is related new players in the politics, economics and markets in urban areas and how the local governments could take those innovations tools to provide better public and private goods improving citizen´s life.

Finally, the present panel is an interesting opportunity to discuss those relevance topics for rigorous scientific analysis with students, academics and practitioners coming from the different contexts and regions around the world to expand the knowledge and experiences.

The main question is discussing the viability that identifies trends in the governance in urban areas especially theory, cases, experiences towards challenges during crisis time. For example: what happens in the public sector (government), to what challenges this industry faces, will there be the viability of the bureaucracy and top public management for its implementation in some government space or scope of power (municipal, state or federal), to resolve or mitigate any problem to which public policies responds. To Build a collaborative government.

It is possible to share and collaborate in the common challenges facing your residents of your geographical area, you can overcome these pitfalls. It is possible to walk a solidary concept in the public sector, or it is only possible to implement the collaborative economy among particular users for better governance.

In conclusion, the collaborative economy has spaces of expansion in areas such as medicine, science and technology that could trigger the production frontiers, of knowledge with a greater generation of economies of scale of the fragmented initiatives of individuals, forming groups and that transcend communities.

Theories and cases are welcome. The panel project explores the next topics for research and will try to expand the knowledge and experiences.
