Ebinezer Florano

INTRODUCTION: I am EBINEZER FLORANO, a fully-fledged Professor of Public Policy of the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG). I was the Director of its Center for Policy and Executive Development (CPED) for 6 years from 2013 up to 2019. I have been teaching Public Policy courses for 18 years already since 2004. As former Director of CPED and an active UP-NCPAG faculty member, I have trained 1,000+ government officials and employees in the field of Public Policy and Policy Analysis. I am currently the ad hoc Secretary of the Philippine Public Policy Network which is affiliated with IPPA. I have been a member of the IPPA since 2015 and had attended 3 of its conferences in Milan, Singapore, and Barcelona. My participation in Toronto will be my fourth. MOTIVATION: (1) I want to represent the Asian continent in the College, (2) I would like to help advocate for the recognition of Public Policy/Policy Science as a distinct discipline and its professionalization, and (3) I would like to support the leveraging of Public Policy as a tool for the attainment of the Sustainable Development Goals (SDGs), which would represent "human dignity" espoused by Harold Lasswell.
