Policy formulation has been historically a black box of the policy process. Little is known about where policies options come from and how they are assessed and selected. Recent works in the area - such as that on policy work, policy advisory systems and instrument constituencies - have begun to open up this black box and shed light on specific aspects of policy formulation. Papers in this panel will continue this process of exploration and discovery by discussing conceptual and empirical papers as well as case studies on the background, dynamics and outcomes of policy formulation.
