The Multiple Streams Framework (MSF), as first advanced by John Kingdon, remains among the most influential approaches to understanding the policy process. The MSF has been adopted in North America and Europe as a way of understanding and explaining agenda change, problem definition, and the selection of alternative policies.The organizers of this panel invite scholars working with the Multiple Streams Framework (MSF) to propose papers for one or two panels at the IPCC in Milan. We invite papers that extend the MSF beyond its origins in John Kingdon’s work, to encompass, among other aspects, agenda setting, problem definition, and policy change. We invite a variety of theoretical and empirical studies of policy using the MSF at the subnational, national, or comparative scales, and we emphasize critical engagement with the framework and with other theories of policy making.

The MSF has been adopted in North America and Europe as a way of understanding and explaining agenda change, problem definition, and the selection of alternative policies. Contemporary work in the MSF tradition is integrating the MSF with other theories of politics and the policy process, and is becoming much more useful to students of comparative public policy and of policy making in emerging democracies. At the same time, the MSF is being advanced through methodological innovations that promise to sharpen the framework and increase its usefulness as a lens through which to understand public policy. This panel will invite a variety of theoretical and empirical studies of policy using the MSF at the subnational, national, or comparative scales, and emphasizes critical engagement with the framework and with other theories of policy making.
