GENERAL OBJECTIVES, RESEARCH QUESTIONS AND SCIENTIFIC RELEVANCE
Advances in technology, science and medicine provide significant opportunities and challenges for health policy makers and researchers. The anticipated outcomes of the Human Brain Project,[1] the 100,000 Genomes Project,[2] the Innovative Medicines Initiative[3] and human enhancement technologies[4] are just a few examples of scientific endeavour that health policy must consider.
Technological and scientific innovation offers an opportunity to ease the burden of nations’ health care costs but paradoxically these same advances come at a significant price. In addition, the ethical, legal and social implications are potentially profound. What is the state’s role, if any, to consider and resolve these issues? To what extent are health policy makers engaged with scientific and technological advances in crafting health policy? How should the state consider and decide these significant questions – morally, empirically and politically?
Effective exploration of these issues requires cross-disciplinary collaboration from the political sciences, science and technology studies, ethics, law, public health, sociology, public administration, economics, the complexity sciences and of course science, technology and medicine.
Papers are invited from these and other relevant disciplines for the following three sessions of this Panel:
The policy and politics of anticipating and responding to new technological, scientific and medical innovations for health policy.
The ethical challenges of technological, scientific and medical innovations for health policy.
Access by, and the role of, developing nations in technological, scientific and medical advances for health care.
Each session will run for two hours. Four to five papers will be presented per session.

The aims of this Panel are to:
Explore the current and potential interactions between health policy and advances in technology, science and medicine.
Consider the ethical, legal and social implications of technological and scientific innovation for health policy.
Advances in technology, science and medicine provide significant opportunities and challenges for health policy makers and researchers. The anticipated outcomes of the Human Brain Project,[1] the 100,000 Genomes Project,[2] the Innovative Medicines Initiative[3] and human enhancement technologies[4] are just a few examples of scientific endeavour that health policy must consider.
Significant ethical, legal and social implications arise from the application of new technologies in health care and research. For example, the ethical treatment of research subjects; the disclosure and use of large amounts of bio-information; the arguable obligation to improve ourselves through new technologies;[5] the impact on health systems of a longer living population; equity of access to new pharmaceuticals and clinical treatments and the education and management of health professionals and institutions.
What is the state’s role, if any, to consider and resolve these issues? To what extent are health policy makers engaged with scientific and technological advances? Should instruments of health policy be used to regulate the development and use of technological and scientific advances in health care? How should the state consider and decide these significant questions – morally, empirically and politically?
This proposed panel is highly relevant for public policy research and the political sciences. Health care is a significant economic cost for countries. Technological and scientific advances offer an opportunity to ease that burden, yet at the same time new technologies and treatments can come at a significant cost. In considering the potential health policy implications of technological advancement, governments and policy professionals are required to ask fundamental questions about their roles and objectives: What do we mean by ‘health’? What is the purpose of government intervention in population and public health? What is the nature of the society that we are seeking to achieve?
Effective exploration of these issues requires cross-disciplinary collaboration from the political sciences, science and technology studies, ethics, law, public health, sociology, public administration, economics, the complexity sciences and of course science, technology and medicine.
Subject to the views of the ICPP organisers, the following three sessions are proposed for this Panel:

The ethical challenges of technological, scientific and medical innovation for health policy.
Access by, and the role of, developing nations in technological, scientific and medical advances for health care.
