For Aaron Wildavsky speaking truth to power was essential to the art and craft of the policy advisor. Within Westminster traditions, the notion of a constitutional public service is one in which non-elected policy actors are enjoined to provide free and frank advice, and their political principals to honour a bargain which respects the necessity of that advice, and enables the provision of it. Whether parliamentary or presidential, and whatever the underlying administrative tradition liberal democratic polities place value  on advice decision-makers that is both responsive and responsible. Absent the latter one detects, if not the reality, then the risk of politicisation. This panel welcomes papers on any aspect of the confluence between politics and administration in contemporary democratic systems, including the activities and career trajectories of political actors, and particularly within the core executive.

Paper proposals are welcome from scholars in Public Administration, Public Policy and Political Science that seek to address - either conceptually or by reference to empirical research - the confluence of political and administrative actors within the core executive. The context may be parliamentary or presidential, and the proposals may be informed by or seek to illuminate any will 'administrative tradition(s)'.

As with panels at all three ICPP events to date,  the intention will be to assess the interest of contributors in a special issue of a journal or similar.
