Public policy does not exist in a vacuum; it is affected and affects public administration's service delivery. It is crucial to study the relationship between policy on the practice and operation of the public sector organizations. The objective of this panel is to understand the role of leadership in improving or hindering the delivery, management, and implementation of different government policies that public organizations and nonprofits aim to achieve. Recently, the world has been changing with an increase in partisanship and the appointment of heads of agencies to pursue a specific political agenda. It is essential to understand how organizational leaders affect the goals, culture, performance, wellbeing, and satisfaction of street-level bureaucrats and their organizations.

What are the effects do new leaders have on the original organizational goals?

Do public organizations resist political pressure in the implementation process?

Does the incongruence of new leaders' goals decrease satisfaction, moral, or commitment?

Can street-level bureaucrats maintain neutral in their implementation of policies even if they disagree with the policy decision?

On the other hand, the policy environment is not safe from externalities. Events such as COVID do affect policy implementation and service delivery. It is essential to explore the implication of external shocks on public organizations and leader behavior.

What do leaders do when they face budget cuts, decreased resources? How do they ensure the ethical and legal delivery of their organizational service?

Does have a transactional or authoritative leadership style appropriate in times of negative externalities?

Leaders and public organizations are essential to the delivery of public policy. Thus, it is vital to understand the implication of change in the policy environment on leaders and their respective organizations.

We welcome the submission of papers from researcher and practitioners that aim to explore the implication of leadership on the different aspects of public organizations as a result of shocks to the environment, such as political change or wicked problems such as COVID on, but not limited to:
