Today the world debates the consequences caused by the negative effects of the spread of the Pandemic: CoronaVirus (COVID-19), with repercussions on economic growth, public health, and weakness in public budgets in the face of more pressure from spending to supply goods and services to citizens. This caused fragility to respond to the increase in demand in certain strategic sectors to face COVID, without existing as a global public policy issue before 2020.
COVID-19, in almost a year since its spread from China and around the world, leaves lessons to prepare for public problems that have an exponential impact on the economy and public finances. Promoting saturation alerts in the local, national and international health system to react to the emergency to face the Pandemic with the installed capacity.
Therefore, the great challenge is how to face this Pandemic with current resources in a limited budget, pressing to take public debt as an immediate option, in addition to efficient resources, austerity, reordering the budget, collaboration with the social and private sector, among other.
The Federal Government, sub-nationals and municipalities, as well as the rest of the public entities must help to reduce the slowdown of the national productive sector, maintain and accelerate public and private investment for economic reactivation. It is imminent that face-to-face activities that represent an infection increase the probability of virus transmission, causing the decrease or suspension of productive, educational and social activities, weakening basic economic indicators such as consumption, investment, employment, taxation and economic growth.
In this context, the capacity of the public sector is important as a measure to react to the health and financial emergency caused by COVID, reducing the effects depending on the capacity according to the budget available to public agencies.
The actions of these governments have as a tool fiscal policy (expenditure of public resources and collection), to influence that they continue to maintain basic services in the cities, the provision of infrastructure goods and macroeconomic stability.
If the action is delayed, it is possible that serious consequences will be caused in the productive structure in the coming months and even years, undermining the collection capacity in the weak economic environment.
This leads to reflection to seek more resources to generate public spending to (re) build the productive and social structure in the countries by strengthening the collection capacity or letting other levels of government help alleviate the problem due to the high fiscal dependence.
In this panel, the case papers and theoretical discussions will contribute to the debate to submit these important topics with peers around the world to expand the frontier of knowledge in the new tools to improve the public finances in subnational levels. Cases, practice and theory, all of them are welcome.
