Creating an environment of trust is essential for successful policy making as the implementation of government policies and programmes depends on behavioural responses from the public. Trust is equally important for organizational contexts as it increases competitiveness by lowering transaction and compliance costs. Trust influences the relationship between citizen, government, and organizations which in turn has an impact on the outcomes of public policy. In many ways socio-economic and administrative policies of different countries are entirely depends on trust. The high level of integrity, openness and fairness of organizations are strong predictors of public trust. Further, the competence in government and its reliability and responsiveness to deliver the public services and anticipating new needs are important for boosting trust in institutions. The trust among citizen on government and different public institutions have plummeted in both developed and developing countries. Hence, the research question arises - How trust can be enhanced among citizens towards government and public institutions through robust, resilient and effective public policy for upliftment of marginalized and downtrodden sections from poverty and inequality? This panel defines the level of trustworthiness of the public policymaker towards citizen as a major factor in the policy making process. Trustworthy behaviour of citizens are important element in determining the level of trust that public policymakers possess towards them. The ability, benevolence, and integrity of citizens comprises the indicator of their trustworthiness. At the same time, perceptions and judgments about the trustworthiness of citizens are affected by diverse interactions and role played by the public policymakers. The interaction between public policy makers with the citizens needs to be carefully analyzed through the institutional mechanisms of interaction and the group characteristics of citizens. The panel aims to discuss various roles of trust in countries policy making process and to collect both theoretical and empirical papers which will explore different expression of citizens and employees trust and distrust to their government and organizations and its impact on policy outcome. The objective of the panel is to analyze the linkage between trust among citizens towards governance institutions in policy making process. This panel will explore as how the trust in institution is defined, measured and influenced people’s attitudes and responses to public policies.

Increasing trust in government and organizations is becoming an important goals at national, state and local level for implementation of public policy measures effectively so as to realize good governance. Evidences shows that trust among citizens and employees in public institutions have plummeted due to competitive pressures and economic dislocations of globalization such as migration, climate change, growing economic inequalities and opportunities, high degree of unemployment, job insecurity and poverty, perceived corruption and increasing numbers of marginalized people in both developed and developing world. Further, the resentment over political scandals and incompetence of bureaucrats have also major factors for declining the level of public trust. This panel will bring together scholars and practitioners from diverse public policy fields and countries to discuss theoretical and practical issues of the “Rebuilding Public Trust in Policy Processes Under Complexity”. Though the level of trust varies from one culture to another, hence the research questions are:
(i) How trust can be enhanced by public officials and institutions in different socio-political, economic, administrative and cultural
context?
(ii) How does the level of trust influence governance structure and policy design in different political system and sub-system?
(iii) How does trust enable and constrain policy effectiveness or change?
(iv) How the better governance can help for re-building of public trust?
The penal will discuss and examine the role of trust in each country policy process, including perception of citizens and employees and its analysis with possible assessment in sectoral, national, organizational contexts and its performance, measurement the roots of trust and mistrust in different political, economic and socio-cultural perspectives. The panel will welcome theory-driven research papers as well as practical case studies with comparative perspectives. The panel collects both theoretical and empirical papers exploring different expressions of citizens’ trust and distrust in their governance and organizations as well as the interplay between policymakers’ level of trust towards their citizenry and policy outcome.
