Since the beginning of 21st-century environmental issues have come to the forefront of the human being at the global level. The process of development is expanding rapidly and economically active man and nations are altering the basic physical and biological processes of the planet Earth. The most critical concerns are artificial changes in the chemistry of the atmosphere that cause climate changes, acid rain, and depletion of the ozone layer. Beyond these concerns, other environmental problems also seek our immediate attention, such as the water scarcity, deforestation, desertification, loss of biodiversity, pollution of marine resources, dumping of toxic wastes, increasing air, noise and water pollution.

 

A substantial evolution in global environmental governance has occurred since the landmark United Nations (UN) Conference on the Human Environment held in Stockholm in 1972. A series of single-themed Global conferences have also discussed specific environmental problems and drawn the action plans for addressing them. New international institutions have been created, the most notable being the UnitedNations Environment Program (UNEP) and the United Nations Commission on Sustainable Development. In these conferences/seminars/meetings, hundreds of international treaties and other international agreements have been concluded on subjects ranging from the marine environment to outer space and from species preservation to protection of the ozone layer.

 

The difficulty in pursuing environmental governance at the global level is compounded by the fact that there is no proper institutional mechanism to deal with the emerging environmental challenges and their compliance at the international level. In the absence of such an arrangement, a fluid system of international environmental governance persists.

Throughout the world, every nation, organisation (whether international, national and local) is focusing on the legal and policy initiatives towards the establishment of an effective regime of environmental protection, the conservation of marine resources and the promotion of environment development. The question arises: what legal steps have been taken for the environment governance? Whether the environmental policy framed by the respective nation is effective to deal with the emerging environmental issues at the global level? How international organisations like UNDP, ADB or regional organisations like ADB, NAM, SAARC are playing their important role and evolving the policy perspectives in the context of global environmental governance?

Environmental Policy at the Global level
Role of International/Regional Organisations in framing Environmental Policy
Environmental Policy: Emerging Issues and Prospects
Environmental Policy for Sustainability (Sustainable Development)
Challenges/Threats to Environment like deforestation; depletion of the ozone layer; loss of biodiversity; water scarcity; desertification; pollution of marine resources; dumping of wastes; increasing air/noise/water pollution, etc.
