In collaboration with the Lee Kuan Yew School of Public Policy, National University of Singapore, this new program empowers participants to craft policies that are strategic, adaptive, and built to perform under uncertainty. Focusing on the principles of robust policy design, it blends theory with practice to help participants anticipate change, navigate political and institutional realities, and deliver lasting impact.
Designed for public leaders ready to move from reactive problem-solving to proactive policymaking, this program delves into the intricacies of policy design, focusing on the development of effective policies in the face of socio-economic and political challenges. Participants will enhance their theoretical understanding and practical skills for navigating the policy design process, particularly during crises. The curriculum addresses the political nature of policy problems, the essential capacities required for effective design, and the selection of appropriate policy instruments. Emphasis will be placed on integrating evaluation throughout the policy process to ensure robustness and adaptability. Key themes include the political foundations of policy design, the necessity of robust solutions for collective issues, and the interplay between policy instruments and implementation. Through discussions and hands-on working groups, participants will learn to approach policy design as both a conceptual framework and a practical methodology for achieving governance objectives.
This Executive School will take place from April 20 to 23, 2026, and targets mid to senior policymakers, public administrators, elected officials, policy analysts, and NGO leaders interested in deepening their awareness and knowledge on the complexity of policy design and in enhancing their skills in designing policies that can really work.
The course will be taught by two renowned scholars, namely Giliberto Capano (Professor of Political Science and Public Policy, University of Bologna, Italy) and Woo Jun Jie (Senior Lecturer, Lee Kuan Yew School of Public Policy).
