The PhD in Policy Studies at Toronto Metropolitan University is an interdisciplinary doctoral program offered by over 60 faculty members drawn from across the university. Started in Fall 2009, there are now more than 30 graduates of the program. One of the strengths of the program is that it balances the traditional policy studies approach with more recent insights offered by critical policy studies. As such, the program offers an alternative to the many policy studies programs by allowing scope for a wide range of diverse research topics. Students may undertake general study of public policy and administration or specialize in policy areas such as immigration policy and social policy. The program also has significant faculty strength in areas such as Urban Policy, Indigenous Policy, Food Policy, Environmental Policy, Health Policy, and Labour Market Policy. PhD students come from diverse backgrounds and their research focuses on complex policy challenges at the local, regional, national and global scales.
The uniqueness and rationale of the program stems from the mission of Toronto Metropolitan University – to advance applied knowledge and research to address societal need. TMU's recognized strength in combining theory and practice, growing reputation in policy-relevant research and location in Canada’s largest and most culturally diverse cosmopolitan centre provides students with the extraordinary opportunity to engage with government and community agencies in conducting domestic and international policy research. TMU hosted the International Conference on Public Policy (ICPP6) in 2023.
