The Covid-19 pandemic exacerbated the fact that health equity issues for the vulnerable population consist of a major challenge in primary health care policy, and therefore needs to be integrated into daily care/performance/ management strategies, to address people’s social conditions or necessities (Dougall et al. 2023; Basmah, 2022). The implementation of pro-equity/SDH (Social Determinants of Health) strategies not only requires an intersectoral approach, but also a multidimensional and multidisciplinary method/ process that can affect PHC and system strengthening (RTI International, 2022). It is politically and policy significant to further advance our understanding on how pro-equity/SDH issues have been formulated or implemented, revealing diverse intersectoral actions or being integrated into different PHC strategies/actions, affecting – in various ways - the strengthening of primary health care policy around the world (WHO, 2022; Saddi et al., 2024). Those types of contextual evidence, when integrated in a single special, could facilitate the generation and application of policy knowledge by policymakers, practitioners, and researchers.

This issue welcomes research papers focusing on the policy process – formulation and/or implementation - and/or effect analyses. Policy process analysis can show how managers, front line health professionals and the community have addressed pro-equity issues or drivers and/or Social Determinants of Health (SDH) dimensions, in diverse countries and contexts of the world, in a intersectoral perspective, during the implementation or formulation of the policy/strategy. The policy/strategies analysed - that integrated SDH dimensions or pro-equity issues - can be focused on themes such as daily or innovated routines, chronic conditions, leadership, frontliners engagement, intersectoral and/or community related actions, innovative purchasing, and payment schemes/systems.

They can also, for instance, stablish relations between the policy process and capacities needed to promote inter/multisectoral actions addressing pro-equity issues or SDH dimensions, as well as connecting the policy process to effects in terms of policy success and/or system strengthening (services delivery, leadership, and workforce).

We would also accept innovative and multidisciplinary methodological papers, employing new or revised analytical framework(s), considering cross-sectors interactions, connecting concepts from different fields such as Policy and Health System Research, Social Care, Public Policy and Social Science, as examples. We expect papers to explore diverse types of qualitative and mixed-methods data collected with distinct stakeholders/ actors involved in the policy process.

We would also ask authors to consider the main lessons extracted from the work and show how they could impact and improve the addressing of pro-equity issues and SDH dimensions in primary health care policy.
