ICPP8 Call for Panels

The call for panels is now open

ICPP8 Rennes is organized in two phases:

  1. A call for panels: September 3 - October 26, 2026
  2. A call for papers: November 16, 2026 - January 29, 2027

The ICPP "panel" provides a homogeneous and coherent space for academic debate on a specific public policy research question where scholars can present and discuss their research. The panels can address any theoretical, methodological, or empirical research question and cover a large range of topics provided they are related to Public Policy. During the Conference, the panels will be divided into 1 to 3 sessions of 2 hours each and organized around paper presentations. To allow researchers to meet other peers and discover new perspectives surrounding the same research questions, ICPP only accepts open panel proposals and divides the call for panels and the call for papers into two distinct phases. 

ICPP8 will be a hybrid conference. Therefore,  we will accept two formats of panels: online or onsite/hybrid, according to your preference. 

Please note that the onsite panels can allow in-person and virtual presentations (in this case, the presence onsite of at least one chair is mandatory). Virtual panels will only be organized via videoconference. 

  • Onsite/Hybrid Panels: the panel takes place on-site in Rennes with at least one chair present in person to organize and manage the sessions. The other co-chairs and authors can participate either online or onsite.
  • Virtual Panels: The panel will be organized via video conference. No room will be assigned for its activities during the ICPP8 and all the participants, even the ones onsite are required to participate remotely in the panel. 

Call for Panels and Call for Papers

During the first phase, the "call for panels," scholars must submit a proposal that will be evaluated and selected by the Scientific Committee. A panel proposal should include a description of its general objective, a definition of its research question, and a justification of its scientific relevance. This will enable the international Scientific Committee to select the panels. It should also include a "call for papers" detailing the type of papers expected.

For the second phase, the "call for papers," accepted panels will be published on our website along with their presentations, research questions, and call for papers descriptions. Scholars will then be able to submit a paper proposal for a specific panel, comprising a title and an abstract addressing the panel's research question. Panel chairs will directly manage the selection of papers and will be asked to accept between 4 and 15 papers, based on their quality and relevance to the panel.

Evaluation Process for Panel Proposals

Stage 1: Initial Assessment
Upon submission, all panel proposals are reviewed to ensure they meet the event's requirements and guidelines. Proposals that do not adhere to these guidelines are desk-rejected by the IPPA Secretariat.

Stage 2: Review by the Scientific Committee
Proposals that pass the initial assessment are forwarded to referees making up the Scientific Committee for the event. Each proposal is reviewed in depth to assess its relevance, quality, and fit for the conference.

Stage 3: Committee Decision
Based on referee feedback, the Scientific Committee makes one of four decisions regarding each proposal:

  • Accepted: The proposal is accepted as submitted.
  • Accepted with Minor Revisions: Minor adjustments are recommended.
  • Revise and Resubmit: Major modifications are required.
  • Rejected: The proposal is not accepted.

Where revisions are requested, the ICPP8 coordinator will contact the panel chairs to guide them in addressing the suggested modifications.

Stage 4: Notification
Once a decision is made, all authors are notified of the outcome of their proposal.

How to Submit a Panel

The panel submission is an online process. To submit a panel, you must:

  1. Go to the conference webpage on the IPPA website.
  2. Click on "Submit a Panel."
  3. Log In to your IPPA account, or Create an account if you do not have one. If you have co-chairs, they also need to have an IPPA account.
  4. Complete the form with the following information (note that IPPA events are English-speaking events, and all information below must therefore be written in English):
    a. Title of the panel.
    b. Chairs: your main chair is pre-filled; you may add a second and/or third chair.
    c. Policy Topic: select a primary Policy Topic, and optionally a secondary one, from the list.
    d. Sector: Select a primary sector, and a secondary sector, from the list (optional)
    e. Keywords: up to 3 keywords (optional).
    f. General Objectives: a description of the objectives of the panel and its scientific relevance (300 min. to 500 words max). The description must explain the context of the topic, contain a brief state-of-the-art, and present the research question and the different hypotheses the panel can explore.
    g. Call for Papers: around 300 words explaining the type of papers the chairs are expecting from paper proposals.
    h. Format: indicate whether the panel will be On-site (with at least one chair present in person) or Online.
  5. You can either "Save as Draft" or "Submit the Panel" as it is.

Before the end of the period, panel chairs can still modify their proposal, adding co-chairs and/or changing the description. Do not forget to submit your drafts before the deadline.

 

The panel proposal will be available on the panel chair's Dashboard, under the "My Panels" section.
